Library Announces Full Text Demonstration Site
The Legacy Tobacco Documents Library (LTDL) contains more than 7 million internal tobacco industry documents (40+ million pages). Since the Library was launched in January 2002, users have been able to search metadata (title, author, date, etc.) associated with the documents but have not been able to search the full text within the document pages.

In 2004, with funding from the National Cancer Institute, the UCSF Library's Center for Knowledge Management embarked upon a project to extract text from the document images using optical character recognition software. Utilizing idle workstations in a student computer lab, the team developed an automated method to "OCR" all 40+ million pages in the LTDL and then generate 7 million searchable PDF documents.

In September 2005, the Library announced the Legacy Tobacco Documents Library Full Text Demonstration (FTD) site (http://ltdlftd.library.ucsf.edu/). The FTD makes accessible virtually all pages of 7+ million LTDL documents in a basic search interface. The Library has released this demonstration site to provide broad public access to the full text of the documents as soon as possible. The "OCR" project's next phase will entail creating a full-featured research site.

LTDL Adds "Bliley" Documents
The UCSF Library is pleased to announce that as of Wednesday, September 20, 2006 the Legacy Tobacco On July 8th, 2005, the Legacy Tobacco Documents Library added approximately 32,000 documents known together as the "Bliley" collection. The "Bliley" collection comprises documents that defendants in State of Minnesota v. Philip Morris, et al, claimed were privileged or otherwise protected from disclosure. A Special Master appointed by the Court determined that the documents were not privileged or were subject to the crime fraud exception to attorney-client privilege; the Court subsequently adopted those findings and ruled that the documents be produced. While the companies disputed that ruling in court, Congressman Thomas Bliley, then Chairman of the House Commerce Committee, subpoenaed the documents in question and soon after receipt posted them on the Commerce Committee web site. A concise history of the "Bliley" collection appears in a recent ruling by the U.S. District Court, District of Columbia (212 FRD 421 DDC 2002).

For ease of searching, the "Bliley" documents have been integrated into the industry collections from which they originated.

Users might be particularly interested in "Bliley" documents that are currently unavailable on the industry documents sites because the companies still assert privilege over them. To find this subset of documents, begin by navigating to "Search the Collections". For Step 1, click "Clear All," then check the boxes next to the Philip Morris, RJ Reynolds, and Lorillard documents. For Step 2, select "Advanced Search" and click "Next." For Step 3, on the Advanced Search page, enter "Bliley" in the first search box and choose "special collections" from the first pull down menu, then enter priv in the second search box and choose "status" from the second pull down menu. For more detailed information about searching the collection, see "Searching "Bliley" Documents."
