Description TITLE: IMPLICATIONS OF BATTELLE HIPPO I & II AND THE GRIFFITH FILTER. IN RESPONSE TO THE ANTICIPATED BY THE SURGEON GENERAL, GRIFFITH FILTER OFFERS THE BRIDGE OVER WHICH THE INDUSTRY MIGHT PASS FROM ITS PRESENT TERRAIN OF DEFENSE TO A FIELD FOR EFFECTIVE COUNTER ATTACK USING THE BATTELLE STUDY AS THE BASIC WEAPON. THE GRIFFITH FILTER PERMITS FILTRATION TO SPECIFICATION: IT DELIVERS TAST AND NICOTINE (IN EVEN MORE EFFECTIVE FORM). YEAMAN BELIEVES THAT BATTELLE'S DETERMINATION OF THE 'TRANQUILIZING' FUNCTION OF NICOTINE, AS RECEIVED THROUGH SMOKING, TOGETHER WITH NICOTINE'S POSSIBLE EFFECT ON OBESITY COULD BE THE INDUSTRY'S FIRST EFFECTIVE INSTRUMENT OF PROPAGANDA COUNTER TO THAT OF THE AMERICAN CANCER SOCIETY. STATES THAT "CARDIOVASCULAR DISORDERS WILL, IN ALL PROBABILITY, ALSO BE FOUND RELATED TO SMOKING." THE INDUSTRY MUST DO TWO THINGS: 1) FACT THE FACT THAT A RESPONSIBLE AND QUALIFIED GROUP OF PREVIOUSLY NON-COMMITTED SCIENTISTS AND MEDICAL AUTHORITIES HAVE SPOKEN. MUST EITHER DISPROVE THEORY OF CAUSAL RELATIONSHIP OR DISCOVER THE CARCINOGEN AND DEMONSTRATE THEIR ABILITY TO REMOVE OR NEUTRALIZE THEM. TO ACCEPT ITS RESPONSIBILITY WOULD FREE THE INDISTRY TO TAKE A MUCH MORE AGRESSIVE POSTURE TO MEET ATTACK. 2) SURGEON' GENERALS REPORT WILL SET OFF ATTACKS ALL ALONG THE LINE AND TOBACCO INSTITUTE NEEDS STRONG LEADERSHIP AND RESPECTED LOBBYISTS. DISCUSSES HOW AGRESSIVE POSTURE WILL AFFECT LITIGATION. GIVES EXCERPTS FROM BATTELLE REPORT REGARDING THE SEDATIVE EFFECT OF NICOTINE. STATES "MOREOVER, NICOTINE IS ADDICTIVE. WE ARE, THEN, IN THE BUSINESS OF SELLING NICOTINE, AN ADDICTIVE DRUG EFFECTIVE IN THE RELEASE OF STRESS MECHANISMS." STRATEGY IS TO COUNTER CHARGES BY THE SURGEON GENERAL'S REPORT BY CREATING THE NEW TOBACCO RESEARCH FOUNDATION AND SAY IN THE MEANTIME, "HERE IS OUR TEIPLE, OR QUADRUPLE OR QUNITUPLE FILTER, CAPABLE OF REMOVING WHATEVER CONSTITUENT OF SMOKE IS CURRENTLY SUSPECT..."
